Through out history Kings, Dukes and Presidents a like have authorized ships to attack, destroy or capture other nations ships for a numerous reasons during war and peace. The permission the Captains of the vessels would receive would be in the form of a letter of Marque. These letters adds an air of mystery and player responsibility. For if the character is stopped and is asked for them but cannot produce them, the character can be tried as a pirate. The letters are printed on high quality parchment paper. There are ten letter of Marque per package. Parchment color will vary from pack to pack.
