Time on Target was first produced in 1994 at a time when the future of ASL was up in the air as Avalon Hill floundered. Created by Mark Neukom and John Knowles, ToT truly showed that a third party publisher could publish beautiful scenarios and counters. The scenarios were printed in black and red while the counters were virtually identical to any "official" ASL product. The focus of each issue was on one subject with each of the scenarios pertaining to that subject. The print run ended after 3 annual issues.
